Andrew C. Rowe died assisting in an attempt to save Walter C. Beyler, 33, laborer, from drowning, Vienna, West Virginia, July 21, 1924. (See case of JAMES E. RUBLE.) Rowe, 53, lock overseer, accompanied Ruble when he rowed toward Beyler and went from the stern to the bow as the boat neared the dam. After the boat upset, Rowe rose 15 feet south of the dam and began to swim, but he then disappeared and was drowned. 24517-1959
