Edward Charles Mandel helped to save Jeanie M. Dougherty from drowning, Navarre Beach, Florida, April 15, 1972. While frolicking in surf in the Gulf of Mexico, Jeanie, 11, got into difficulty about 300 feet from shore and called for help. Edward, 14, high school student, was nearby with a surfboard and went to her aid. With Jeanie on the board with him, Edward paddled about 90 feet toward shore. A large wave then threw them off into the water. When they took hold of the board, another wave tore it from their grasp. Edward retrieved the board and pushed it to Jeanie, but the current carried them both seaward. Edward’s brother, 15, then arrived with another surfboard. Together, Edward and his brother took Jeanie, on the surfboard, to wadable water.
