Edward Franklin Felch, who helped to save David Kingsley from suffocation, Kittery, Maine, April 4, 1983. Kingsley was overcome by a deficiency in oxygen when a freon leak occurred aboard the submarine U.S.S. Jack in Portsmouth Naval Shipyard. Felch, 36, civilian pipefitter, descended a ladder with another man to Kingsley’s level, where they saw a sailor dragging Kingsley toward the ladder. As Felch aided the sailor in dragging Kingsley toward safety, the other man applied his air mask to Kingsley. At the base of the ladder, Felch and the other man collapsed as the sailor ascended to assist from above. Kingsley and Felch were shortly removed by others and were revived; the other man died.
