Edward J. Reilly attempted to save Thomas E. Fowler, 33, laborer, from suffocation, Ithaca, New York, February 25, 1918. (See case of JOHN R. WOODFORD.) After Woodford’s attempt to rescue Fowler, Reilly, 28, city filtration plant operator, descended, wearing a smoke mask, which was of little or no use in gas, and also having a rope tied to him. He reached Fowler and tried to lift him, but the men at the surface pulled at the rope on Reilly before he had freed Fowler and caused the mask to become disarranged and Reilly to breathe in gas. Reilly started out of the vault for air, but he became semiconscious when he was halfway up the manhole and had to be drawn out. Reilly was revived. Although advised by a physician and other men not to go in a second time, Reilly again descended, but he just reached the bottom when he was overcome, and his head caught in the ladder so that he could not be drawn up. Later another man, with his nose and mouth protected, descended and released Reilly’s head, and Reilly was drawn up. He regained consciousness six hours later but was disabled for 18 days. 18743-1774
