Elisha T. P. Carter died attempting to save Forest T. Noel from drowning, Mexico, Missouri, April 19, 1941. When a horse he was riding on a road in the flood waters of the South Fork of Salt River lost its footing Noel, 34, steward, became separated from the horse and drifted in a very strong current in water seven feet deep. The horse swam away. Carter, 31, quartermaster and riding instructor, who also was mounted and riding with Noel, had his horse swim 40 feet to Noel, who was 25 feet from wadable water, and took hold of him. The men and the horse were carried 60 feet, and the men became separated from the horse. They drifted 50 feet farther and were submerged twice. Noel became separated from Carter and rose alone. Carter was drowned. Noel drifted 640 feet farther to a fence in wadable water. He later was rescued by men in a boat.
