Joseph E. Mander, Sr., died attempting to save Paul Waxman from drowning, Philadelphia, Pennsylvania, May 4, 1952. Paul, 7, who could not swim, fell into the Schuylkill River from a dock and drifted in cold water 14 feet deep, alternately submerging and reappearing. Mander, 41, electrician, dived fully clothed from a retaining walI, swam 15 feet beneath the surface to Paul, and rose holding the boy. Mander attempted to tow Paul to the dock 15 feet away and progressed a short distance upstream with him. Both suddenly sank and were drowned. Their bodies were recovered an hour and a half later.
