Philip McHugh, 63, laborer, attempted to rescue Peter F. Flannery, 59, laborer, from suffocation, San Francisco, California, August 24, 1938. Flannery was overcome by an unidentified gas in a sewer manhole 12 feet deep. Calling to another man to bring a rope, McHugh descended a ladder to Flannery. A rope was lowered to him, but he was overcome as he began to put it around Flannery. Gustave Rossi then descended the ladder, hooked the rope around McHugh, and climbed to the surface. McHugh was pulled from the manhole and revived. Meanwhile Flannery revived, and then he climbed to the surface and was aided from the manhole.
