Robert F. Smith, 29, insurance agent, saved Robert Clarke, 56, from drowning, Fort Erie, Ontario, May 16, 1968. An automobile containing Clarke, who could not swim, plunged into the Niagara River and sank in deep water 40 feet from the bank. Smith removed some of his clothing, entered the cold water, and swam to where Clarke had risen to the surface. He began towing Clarke but made very slow progress because of the currents in the area. Clarke lost consciousness. Smith took Clarke 20 feet and then could tow him no farther. A police officer succeeded in throwing a rope to Smith, who with Clarke then was pulled the rest of the way to the bank. Clarke was revived. He recovered.
