Robert W. Paxton helped to save Richard Caffrey, 49, packer, from drowning, Troy, New York, February 13, 1918. (See case of JOHN WACHTER.) Paxton, 40, carpenter, was the man who joined Wachter and worked the board under Caffrey. Just after Caffrey was pulled upon the ice, Paxton broke through the ice to his chest. He broke two or three feet of ice, grasped a board that lay on the ice, and got out of the water. He knelt on the board and pushed himself about 20 feet toward the bank and then walked to the bank. 19220-1437
