Sylvester J. Banks, 48, retired steelworker, saved Carol L. Harris, 2, from drowning, Steubenville, Ohio, April 17, 1968. Carol fell from a wall into the Ohio River in an area where the water was 30 feet deep. Banks, who had a serious heart condition and limited use of his legs, dived into the water without removing any of his attire. He swam to Carol, who then was 20 feet from the wall. Otis Minniefield, Jr., a good swimmer, also jumped into the water. He was fully clothed, including heavy work shoes. Minniefield was submerged briefly twice and then floated inert just beneath the surface. Banks towed Carol 20 to the wall and by then was tired and winded. When police arrived, Minniefield was removed from the water. He was pronounced dead
